ABSTRACTNon‐governmental aid programs are an important source of health care for many people in the developing world. Despite the central role non‐governmental organizations play in the delivery of these vital services, for the most part they either lack formal systems of accountability to their recipients altogether, or have only very weak requirements in this regard. This is because most NGOs are both self‐mandating and self‐regulating. What is needed in terms of accountability is some means by which all the relevant stakeholders (...) can have their interests represented and considered. An ideally accountable decision‐making process for NGOs should identify acceptable justifications and rule out unacceptable ones. Thus, the point of this paper is to evaluate three prominent types of justification given for decisions taken at the Dutch headquarters of Médecins sans Frontières. They are: population health justifications, mandate‐based justifications and advocacy‐based justifications. The central question at issue is whether these justifications are sufficiently robust to answer the concerns and objections that various stakeholders may have. I am particularly concerned with the legitimacy these justifications have in the eyes of project beneficiaries. I argue that special responsibilities to certain communities can arise out of long‐term engagement with them, but that this type of priority needs to be constrained such that it does not exclude other potential beneficiaries to an undesirable extent. Finally, I suggest several new institutional mechanisms that would enhance the overall equity of decisions and so would ultimately contribute to the legitimacy of the organization as a whole. This response addresses criticisms in this journal of an Editorial written by Willem Landman and Udo Schuklenk. I demonstrate that the UNESCO Declaration on Bioethics and Human Rights is in crucial aspects deficient, despite attempts in this journal to defend the Declaration against its critics. I focus on individual versus societal interests, research ethics, informed consent and the use of “human dignity” to illustrate the weaknesses of the UNESCO Declaration on Bioethics and Human Rights. This article concludes with (...) reflections on what documents such as the UNESCO Declaration on Bioethics and Human Rights ought to be called to avoid the mislabelling of what essentially are policy documents. Since the early 20th century, bioethics in South Africa has moved through several stages, responding to the same forces and developments as elsewhere, for example in the United Kingdom and United States. In addition, some unique developments in South Africa, for example the death of Steve Biko, the HIV/AIDS pandemic, and a peaceful transition to democracy with increased focus on human rights have given bioethics in South Africa its own dimension. Bioethics in South Africa reflects the general concerns of the (...) field elsewhere, but it also stands at the intersection of the concerns of both developed and developing worlds. Thus, issues such as resource allocation, HIV/AIDS, and medical research take on an urgency and character that reflect South Africa's particular historical, geographical, and social conditions. Why act when the effects of one’s act are negligible? For example, why boycott sweatshop or animal products if doing so makes no difference for the better? According to recent proposals, one may still have a reason to boycott in order to avoid complicity or participation in harm. Julia Nefsky has argued that accounts of this kind suffer from the so-called “superfluity problem,” basically the question of why agents can be said to participate in harm if they make no difference (...) to it. This article provides a critical overview of the most important issues pertaining to the ongoing debate on international research ethics. It critically describes three problems of continuing concern: 1) the question of whether the distinction between therapeutic and non‐therapeutic research should be upheld; 2) the questions of whether the currently demanded best proven diagnostic and therapeutic method of treatment for all research subjects is feasible both in developed and in developing countries, and whether it should be upheld; 3) the questions (...) of who owns international research ethics guidelines and regulatory frameworks and, how decisions about changes to such international guidelines can possibly be achieved, given that it seems to be the case that genuine disagreement about issues of content is possible and likely. This is introductory chapter of 50 Great Myths About Atheism offers readers some useful entry points into the long‐standing philosophical debate between theists and atheists. The attacks on atheism are often driven by strong emotions, perhaps because atheism threatens values associated with religion. The authors examine 50 myths, and in each case, they are convinced that something is being claimed that is, if not straightforwardly false, at least seriously and demonstrably misleading. The authors provide some historical perspective on the rise (...) of atheism, examine why the traditional arguments for the existence of God turned out so inconclusive when philosophers subjected them to scrutiny, and offer some deeper thoughts on the relationship between religion and science. Clearly not all atheists are left‐wingers or liberals. This myth is based in part on the mistaken assumption that atheists must all agree with each other across a range of issues, including political ones. Atheism and communism were closely associated in political discussion and the public mind, with the result that many people still conflate atheism and communism, hearing an echo of the word “communist” in the word “atheist”. Communism is most certainly not the main motivator in current expressions of (...) atheism in Western culture. Theists claim that many atrocities have been committed in the name of atheism. Nazi Germany was never an atheist state, regardless of what Hitler's personal views might have been, and none of its atrocities were committed in the name of atheism — quite the opposite. (shrink)

Many contemporary atheists find support in what they take to be the methodology and findings of science. In response to this, it is often suggested that these atheists are wrong‐headed, and that religion and science are completely compatible. It is often claimed by critics that the widespread acceptance of philosophical naturalism by scientifically informed people results from a simple mistake. Evolutionary theory is best regarded as a sort of atheistic religion. This myth crops up frequently, as does the idea that (...) evolutionary theory is inherently antireligious. The essentials of contemporary evolutionary theory are robust—they have so much empirical support that they are almost certainly true. Miracles are the subject of endless popular debate between religious apologists and religious skeptics, and there is a more specialized academic debate about this in philosophical journals. (shrink)

BackgroundSexual boundary violations in healthcare are harmful and exploitative sexual transgressions in the professional–client relationship. Persons with mental health issues or intellectual disabilities, especially those living in residential settings, are especially vulnerable to SBV because they often receive long-term intimate care. Promoting good sexual health and preventing SBV in these care contexts is a moral and practical challenge for healthcare organizations.MethodsWe carried out a qualitative interview study with 16 Dutch policy advisors, regulators, healthcare professionals and other relevant experts to explore (...) their perspectives on preventing SBV in mental health and disability care organizations. We used inductive thematic analysis to interpret our data.ResultsWe found three main themes on how healthcare organizations can prevent SBV in mental health and disability care: setting rules and regulations, engaging in dialogue about sexuality, and addressing systemic and organizational dimensions.ConclusionOur findings suggest that preventing SBV in mental health and disability care organizations necessitates setting suitable rules and regulations and facilitating dialogue about positive aspects of sexuality and intimacy, as well as about boundaries, and inappropriate behaviors or feelings. Combining both further requires organizational policies and practices that promote transparency and reflection, and focus on creating a safe environment. Our findings will help prevent SBV and promote sexual health in mental health and disability care organizations. (shrink)

We consider the use of interventions for resolving a problem of unidentified statistical models. The leading examples are from latent variable modelling, an influential statistical tool in the social sciences. We first explain the problem of statistical identifiability and contrast it with the identifiability of causal models. We then draw a parallel between the latent variable models and Bayesian networks with hidden nodes. This allows us to clarify the use of interventions for dealing with unidentified statistical models. We end by (...) discussing the philosophical and methodological import of our result. (shrink)

Apart from the European colonisation beingexecuted from the south of the continent, South Africa also experienced a migration andinvasion of people groups from the north. The indigenous people groups, inhabiting thecountry long before these two groups arrived there, will be discussed as background to the restof the article. (...) A summary of the "Rylean myth" (aka "the myth of Jones") from Wilfrid Sellars' classic article "Empiricism and the Philosophy of Mind." He uses this "myth" to motivate the idea that our concepts of mental states are like theoretical concepts, developed to fulfill an explanatory role, and not at all somehow 'given' to us by direct acquaintance with instances of mental states.

A brief "book note" on James O'Shea's "Wilfrid Sellars".

This chapter describes the concept Corporate Social Responsibility (CSR) in detail. We define CSR as the moral responsibility that companies have that goes beyond the bare minimum (abiding by minimal market morality), but that is nevertheless morally required. Because CSR is required, and not optional, it is different from philanthropy. The first part of this chapter presents the position of the proponents of CSR but also a view that denies that corporations are morally required to do more than the bare (...) minimum: the Friedman-Homann doctrine. The chapter describes the debate between these two positions. In the second part, we discuss four operationalized approaches that companies can use to make moral choices in practice: the shareholder approach, the stakeholder approach, the corporate citizen approach, and the market failures approach.
